Sounds like a great idea.
Focus on the vendors, food, produce, craft and such.
They are the focus of a barter faire. Get a vendor coordinator, they will hunt for vendors, and can be the contact for the health dept. Keep the prices low for them. Don't require an application for craft vendors. Let them just show up. It is easier that way. Food vendors, on the other hand may need one. I do not know the regulations in Cali but they will need to fill out an application at your county health dept to get a temporary food permit and then will be inspected on site.
If music becomes a discussion, keep it volunteer only. The focus is not the music but is only an enhancement of atmosphere. You will put out a huge amount of money if bands get paid. Look for acoustic musicians to hoast a couple Hospitality fires. Let them know they are getting in free and their camp site will be styled out.
Speaking of fires.
check about fire permits which may be a deciding factor on your date of the faire.

Gate- Important--Who is in charge here-- Who is dealing with the money--is there accountability.
If you make any kind of profit where does this money go. Is there a non-profit. Is it for profit?
Volunteers-do you have enough?- What volunteer positions need to be filled prior to the faire and during the faire? How many volunteer positions are needed.
Shall you call them coordinators.

Dare I say Rules, regulations, requests of attendees???
Do you need a festival permit? Is there a minimum limit to need a permit?
